Regulation and taxation: A complementarity

چکیده

Schoefer, Benjamin—Regulation and taxation: A complementarity I show how quantity regulation can lower elasticities and thereby increase optimal tax rates. Such regulation imposes regulatory incentives for particular choice quantities. Their strength varies between zero (laissez faire) and infinite (command economy). In the latter case, regulation effectively eliminates any intensive behavioral responses to taxes; a previously distortionary tax becomes a lump sum. For intermediate regulation (where some deviation is feasible), intensive behavioral responses are still weaker than under zero regulation, and so quantity regulation reduces elasticities, thereby facilitating subsequent taxation. I apply this mechanism to labor supply and present correlational evidence for this complementarity: hours worked in high-regulation countries are compressed, and these countries tax labor at higher rates. Optimal taxation and public non-linear pricing

This paper analyses the question of the complementarity between income taxation and non linear pricing of public services in a general equilibrium framework with labour heterogeneity. The public service is viewed as a screening device which is supposed to use non linear pricing. In this framework, we show that even in general equilibrium and with labour heterogeneity, it is useful to supplement...

Catalyzers for Social Insurance: Education Subsidies vs. Real Capital Taxation

To analyze the optimal social insurance package, we set up a two-period life-cycle model with risky human capital investment, where the government has access to labor taxation, education subsidies and capital taxation. Social insurance is provided by redistributive labor taxation. Moreover, both education subsidies and capital taxation are used as catalyzers to facilitate social insurance by mi...

Diskussionspapiere der DFG- Forschergruppe 454: Heterogene Arbeit: Positive und Normative Aspekte der Qualifikationsstruktur der Arbeit

We set up a two-period model, where individuals finance educational investment and first-period consumption by borrowing against risky second-period labor income. We show that the government should use both education subsidies and capital taxation to mitigate distortions, stemming from social insurance through labor taxation, and we derive a Ramsey-rule for the optimal combination of these inst...

Optimal Number of Jurisdictions

Viewing local finances under the approach to private-public consumption complementarity, we conclude that foot voting and tax competition become extinct when the (capital) tax structure across jurisdictions is the one forging close ties between the burgher and his/her jurisdiction. Feeling the burgher attached to the local public goods offered and to the local business activity, prevents labor ...

Optimal Second Best Taxation of Addictive Goods in Dynamic General Equilibrium: A Revenue Raising Perspective

In this paper we derive conditions under which optimal tax rates for addictive goods exceed tax rates for non-addictive consumption goods within a rational addiction framework where exogenous government spending cannot be financed with lump sum taxes. We reexamine classic results on optimal commodity taxation and find a rich set of new findings. Two dynamic effects exist. First, households anti...
